When a search engine sends out a bot to scan your site, it first looks at your title tag, and then looks for your H1 designation to see if they're compatible. Other Hx tags are supposed to be used to help enhance those first two items. So, it adds up when you know the structure of what a search engine is looking for when it comes to your site. The description tag is what Google will show during a search if you don't have it there. I'm of the opinion that I'd rather control what Google puts there than let them determine it.
